The Full Picture

What the data tells us

When families first came to Empower, the average household was earning 75% of the federal poverty line. Today, working alongside a dedicated Navigator, that average has reached 103%. The typical enrolled family has crossed the poverty line.

The 440 families who increased their income went further — from 70% to 135% FPL on average. 84 families reached full self-sufficiency at 225% FPL. Even among families who started in deep poverty, below 50% of the poverty line, 65% increased their income.

Employment rose from 67% to 78%, with 113 people moving into jobs. 49% of exiting families left with full-time employment and benefits — not just a paycheck, but the kind of stability that lasts.

The data shows why the model works. Families who stayed highly engaged with their Navigator saw nearly 4× more income growth. And when families hit a benefits cliff — where a raise can mean losing more in support than you gain — their Navigator helped them time it right. Of the 139 families who earned more and lost benefits as a result, 85% came out ahead in total household income.

When her car broke down during training, she found another way to get there. Empower Upper Cumberland is part of a statewide initiative to discover what actually works to move families out of poverty — permanently. We're committed to rigorous measurement and transparent reporting, including an independent evaluation by MEF Associates.

We track real results: income growth, benefit transitions, employment retention, and long-term stability. As we build more data, we're documenting what works so it can be replicated.
