Upper Cumberland Human Resource Agency/Empower Upper Cumberland has an opening for a Training & Resource Development Specialist. The Training & Resource Development Specialist will design, develop, and deliver high-quality educational materials and training programs that equip workforce navigators, community advocacy groups, and policymakers to effectively support families in overcoming workforce entry barriers and navigating the government subsidy benefits cliff leading to sustainable employment.

Duties include:

  • Design and create engaging, user-friendly educational materials, including guides, presentations, eLearning modules, and videos tailored to diverse audiences.
  • Develop content from scratch, incorporating research, data, and stakeholder input.
  • Facilitate training sessions to enable stakeholders to effectively use identified resources.
  • Partner with subject matter experts, community organizations, and government agencies to gather insights and align messaging.
  • Serve as a liaison between the agency, community advocacy groups, and legislators to promote understanding of workforce barriers and the benefits cliff.
  • Use design tools to create visually appealing materials that enhance engagement and understanding.
  • Track and report the impact of educational materials and training programs.

Qualifications:

  • Strong instructional design and content development skills; ability to create materials from scratch.
  • Proficiency in design and eLearning tools (e.g., Adobe Creative Suite, Canva, or similar).
  • Professional communication and presentation skills, with the ability to tailor content for diverse audiences.
  • Proven ability to deliver engaging training sessions and workshops.
  • Strong eye for design and attention to detail.
  • Project management skills with the ability to manage multiple priorities and meet deadlines.
  • Highly driven, self-starter
  • Proficient in identifying weaknesses and problem-solving through critical thinking

The successful applicant will possess a bachelor’s degree in instructional design, public policy, communication, or a related degree (preferred); experience in instructional design, training, or content creation (desired); and knowledge of manufacturing, business development, or workforce fields
